When questions of this kind have arisen with Fergign
Governments the main principles which this Departm
sought to maintain are (1) It is desirable that
criminals should be placed at the disposal of the Governmenta
against whose laws they have offended, and, when a treaty has
been concluded with a foreign state for the matuma surzender of
necused persons, H.M. Government will take active steps to give effect to a requisition from a Boreign Government, provided of
course the requirements of the treaty and the law of this country are satisfied. (2) Excessive expenses are to be deprecated, as tending to hinder persons abroad coming forwant us prosecutors, and consequently prejudicing the ends of justice and the object for which extradition procedure «Xists. (*) Reciprocity is to be looked for, and failure on the part of another Government to afford reciprocal treatment The Under Secretary of State
